Registration Deadline: March 23, 2026 (Monday) Click Here to RegisterOhio House Bill 92 (136th General Assembly) is state legislation concerning municipal recovery and lien rights for unpaid utility charges, particularly at non-owner-occupied (rental) properties. The bill proposes amending several sections of the Ohio Revised Code and enacting new sections that would limit how municipalities can recover unpaid water, sewer, and disposal (trash) service charges — as well as how and when liens can be imposed on property owners for those unpaid utility rates and charges.
